On February 10, 2021, under the chairmanship of Gennady Sakharov, Director for Capital Investments, State Construction Supervision and State Expertise of the State Atomic Energy Corporation Rosatom, a meeting of the operational construction headquarters was held on the topic: "The status of construction and installation work on the construction projects of the MBIR reactor and Polyfunctional Radiochemical Complex (PRC) at the site of RIAR.

The meeting was also attended by Chairman of the Government of the Ulyanovsk Region Alexander Smekalin, representatives of the private institution of the state corporation "Rosatom" "OCKS", JSC "Science and Innovations", JSC "SSC RIAR" and members of the Association of Organizations of the Construction Complex of the Nuclear Industry.

Only a few weeks have passed since the beginning of the year, and work at MBIR has already gained significant momentum. The number of employees has significantly increased - today about 600 people are involved in the site. For the first quarter of 2021, work is planned in the zone of the reactor block, the beginning of construction and installation work on the construction of a cooling tower, a building for a drainage pumping station for fire extinguishing, and a pumping station for water maintenance.

In 2021, MBIR plans not only to increase the staff and expand the technical equipment of the construction site, but also to bring the project to a completely new level.

Gennady Sakharov noted that work on the project is being carried out using unprecedented methods: “Rosatom is building a truly unique nuclear research facility. It is during its construction that remote monitoring tools will be introduced using digital and unmanned technologies. This method has already been successfully tested by Rosatom during the construction of the Rooppur NPP in Bangladesh. Remote monitoring provides access to objective, regularly updated information about the state of the construction site. Let me remind you that thanks to the introduction of innovative technologies in 2020, we exceeded the construction plan by 15 percent."

In addition, the director for capital investments, state construction supervision and state expertise of the state corporation Rosatom noted that cooperation with the Moscow Credit Bank within the ASKAO consortium is very important for the project. Thanks to his support, Rosatom was able to continue the construction of MBIR during a pandemic, without slowing down.

For the first time, the state corporation is creating a large-scale state scientific facility using a BIM model that allows monitoring the construction progress in real-time. Another innovative technology used in construction is the industry-specific Total Cost Management Nuclear Construction (TCM NC) system.

MBIR will provide the nuclear industry with a modern and technologically advanced research infrastructure for the next 50 years. Its unique technical characteristics will allow solving a wide range of research problems, which in the future will become the basis for the creation of new competitive and safe nuclear power plants. At the same time, research on the new reactor can be carried out several times faster than on its predecessors.

The new facility will serve as an impetus for the development of competencies in the field of nuclear energy in the Ulyanovsk region, ensure the systematic construction of a nuclear innovation cluster, and will contribute to the creation of modern infrastructure in Dimitrovgrad. Rosatom creates new jobs for the second most important city in the region and thereby contributes to the development of educational programs in the nuclear field.

“The construction and further start-up of a multipurpose research reactor is a long-term project for at least the next five years. At the suggestion of Governor Sergei Morozov, the Ulyanovsk region can use such close cooperation with the state corporation "Rosatom" and form in Dimitrovgrad a completely new regional competence for the design and construction of high-tech complex facilities with innovative technologies. We came up with this initiative and discussed with the representatives of the corporation the possibility of localizing a specialized center of Rosatom here, which will include a design institute and a full-fledged customer service. I am sure that experience and competencies in the construction of unique facilities will be in demand not only in Russia, and new competencies will be an additional incentive for the development of Dimitrovgrad and the region as a whole,” commented Alexander Smekalin, Chairman of the Government of the Ulyanovsk Region.

During the meeting, the importance of MBIR for strengthening the status of the Ulyanovsk region as a region of breakthrough technologies, the status and risks of the implementation of key events of 2021, were discussed, the timing of the supply of equipment affecting the timing of construction and installation works was agreed.


MBIR will replace the currently operating fast neutron research facility BOR-60 and will significantly expand the available experimental capabilities by increasing the neutron flux density, quality and quantity of experimental volumes. The research reactor with a thermal power of 150 MW will have a sodium coolant and operate on improved fuel such as MOX (mixed oxide fuel). In the MBIR research reactor, it will be possible to study the development of new systems to provide fast topics, fuel and structural materials, create conditions for transient modes of operation of nuclear installations, as well as new isotope technologies and production processes for materials with the required special properties. At the same time, the time for conducting similar experiments on MBIR will be reduced several times compared to the currently operating reactors. Collaborations to provide expertise and ensure the development of scientific and technical projects in nuclear science and technology. The Competence Center assumes the involvement of new member countries interested in the development and implementation of fast reactors and closure of the nuclear fuel cycle. MBIR aims to become the most recognizable project for the world scientific community.
