One more step has been taken towards the implementation of the project for the construction of the International Research Center based on MBIR (Multipurpose fast-neutron Research Reactor). This work was carried out within the framework of the Roadmap for the implementation of the cooperation agreement between the Ministry of Construction, Housing and Communal Services of the Russian Federation and the State Atomic Energy Corporation ROSATOM.
The State Corporation ROSATOM has developed a business model for the MBIR construction on the basis of FAC-1 (Framework Alliance Contract). The principles of the International Federation of Consulting Engineers (FIDIC) were also applied.
The business model of the project was created taking into account the best international contracting practices, adapted to the current legislation of Russia. FAC-1 is a framework agreement for the Alliance that allows and supports the conclusion of project contracts, but, in itself, is not a project contract. FAC-1 was translated and adapted to Russian legislation in 2019 and presented at an industry conference of representatives of the construction complex of the nuclear industry. The FAC-1 is compatible with any of the standard contracting forms that specify the basic terms. In this regard, the mechanism of interaction between the project participants was supplemented with the principles of pre-trial settlement of disputes and disagreements, which are actively used by FIDIC.
«Together with ROSATOM, we have done a great job on the implementation of the Roadmap. In particular, §38, dedicated to the early involvement of participants in the construction at the pre-contract stage. Moreover, we not only adapted the international model of work organization to Russian legislation, but also successfully tested it on a pilot project. Today we can safely say that another step has been taken to replicate the experience of using a typical business model for concluding agreements on the implementation of investment and construction projects using modern approaches FIDIC and FAC-1» – said Deputy Minister of Construction and Housing and Utilities Dmitry Volkov.

Gennady Sakharov, Director for Capital Investments, State Construction Regulations, and State Expert Reviews at ROSATOM,  noted that work on the project is being carried out using innovative construction methods: «ROSATOM is building a truly unique nuclear research facility. The most advanced principles of project management are applied during its construction: the effect of new alliances is obvious today».

The project for the creation of MBIR Reactor International Research Centre is being implemented within the framework of the comprehensive program «Development of equipment, technologies and scientific research in the field of atomic energy use in the Russian Federation for the period up to 2024». The state-of-the-art nuclear reactor is being built by the State Atomic Energy Corporation ROSATOM. It is expected that MBIR will provide the nuclear industry with a modern and technologically advanced research infrastructure for the next 50 years. This project is important for the development of the entire Russian nuclear power industry and the achievement of the global technological leadership of ROSATOM.
